Somali PM Reiterates Commitment to Unity Despite Deadlock Over Poll Model at NCC

Somalia’s Prime Minister, Hamza Abdi Barre, has announced that the National Consultation Conference (NCC) in Mogadishu is still ongoing, despite recent setbacks. In a televised address from his office, the Prime Minister confirmed that consultations are underway, and the final communique is expected to be released after further discussions with regional leaders.

The conference, which brings together representatives from the Federal Government of Somalia (FGS), regional administrations, and the Banadir region, has faced significant challenges, particularly concerning the model for the upcoming national elections. The withdrawal of Jubbaland’s President, Ahmed Mohamed Islam (Ahmed Madobe), from the talks has cast uncertainty on the progress of the discussions. Madobe’s departure reportedly stemmed from disagreements over the proposed election model and the inclusion of the newly recognized SSCKhaatumo administration in the decision-making process.

In his address, Prime Minister Barre sought to reassure the public, emphasizing the government’s commitment to maintaining national unity, dignity, and sovereignty. “We are committed to safeguarding the unity, dignity, and sovereignty of the Somali people, and refraining from any action that could divide us,” he said, underscoring the importance of continuing dialogue.

Although the Prime Minister did not address Madobe’s withdrawal directly, he mentioned that “some leaders needed further consultations.” Barre stated that these discussions were still ongoing, and a formal press release would be issued once the leaders reached a consensus.

However, Barre did not specify when the conference would conclude or when the anticipated communique would be released, leaving many questions about the outcome of the meeting. The NCC was expected to produce an agreement on the election framework, a critical issue as Somalia prepares for future national elections.

Jubbaland’s departure from the talks is seen as a significant setback, as Madobe’s cooperation is crucial for resolving long-standing electoral disputes in key regions. His rejection of the one-person, one-vote electoral model proposed by the federal government highlights the deep divisions between regional administrations and the central government.
