Somalia and Egypt to Hold High-Level Talks on AUSSOM Troop Contributions.

Somalia’s State Minister for Foreign Affairs, Ali Balcad, confirmed that high-level talks between Somalia and Egypt are scheduled to take place from January 15-17 in Cairo. The discussions will focus on Egypt’s potential troop contributions to the African Union Support and Stabilization Mission in Somalia (AUSSOM), the newly established successor to ATMIS.

The talks come at a critical juncture as the African Union moves to finalize troop allocations for AUSSOM, which began operations on January 1, 2025. Egypt’s role in the mission has been a subject of interest, given its advanced military capabilities and strategic position in regional diplomacy.

Egypt’s potential participation in AUSSOM aligns with Somalia’s priorities to enhance regional security and stability. However, it comes amid ongoing tensions between Egypt and Ethiopia over the Grand Ethiopian Renaissance Dam (GERD), which has been a source of contention between the two nations over Nile water rights.

Ethiopia Cleared for AUSSOM Participation.

While Ethiopia has faced scrutiny due to its border security interests and complex political dynamics, it has been cleared to participate in AUSSOM. Ethiopian troops are expected to contribute to the mission, particularly in regions like Gedo, Bay, and Bakool, where they have a longstanding presence.

The inclusion of both Egypt and Ethiopia in AUSSOM is seen as a test of the mission’s capacity to balance the diverse interests of contributing nations while maintaining its focus on stabilizing Somalia.

The Cairo talks aim to solidify Egypt’s involvement in AUSSOM and address logistical and operational questions surrounding troop deployment. Minister Balcad emphasized Somalia’s commitment to fostering positive relations with its neighbors and ensuring that AUSSOM contributes effectively to the fight against Al-Shabaab and other security threats.

Egypt’s involvement in AUSSOM could strengthen its ties with Somalia while bolstering its influence in the Horn of Africa. The mission also presents an opportunity for Cairo to engage constructively in regional security issues, potentially easing tensions with Ethiopia.

The African Union established AUSSOM as a successor to ATMIS, with a renewed focus on Somali-led operations and long-term stability. Under its mandate, the Federal Government of Somalia has significant authority to determine troop-contributing countries (TCCs) and align the mission’s objectives with national priorities.

As preparations for AUSSOM progress, the upcoming Cairo talks mark a pivotal step in shaping the mission’s composition and ensuring its success in fostering peace and security in Somalia and the broader region.
