Southwest State Approves Measures to Combat Aid Diversion and Fraud.

The Cabinet of Ministers in Somalia’s Southwest State has approved a legislative policy aimed at safeguarding humanitarian assistance and curbing the diversion and misuse of aid. The policy, titled “Safeguarding Humanitarian Assistance”*, is designed to enhance transparency, accountability, and efficiency in the delivery of humanitarian aid across the state.

Announcing the decision on its official X account, the Southwest State government emphasized its commitment to ensuring aid reaches its intended beneficiaries without interference or mismanagement.

The approved policy introduces several measures to combat food diversion, fraud, and corruption in humanitarian efforts:
1. Mandatory Reporting: Aid agencies must promptly report any allegations of abuse, corruption, misappropriation, or neglect of assistance to judicial authorities.
2. Beneficiary Complaints Mechanism: Aid agencies are required to establish a complaints procedure, enabling beneficiaries to voice their grievances without fear of intimidation or retaliation.
3. Criminalization of Aid Misuse: Aid diversion, embezzlement, trafficking in aid assets, and the misuse of aid intended for emergencies are now officially recognized as criminal offenses.
4. Liability for Transporting Stolen Goods:
– Individuals who knowingly use vehicles to transport stolen humanitarian assets, or allow their vehicles to be used for such purposes, will face criminal charges.
– Drivers found transporting stolen humanitarian aid will be subject to imprisonment and fines.

“Today, the Southwest State Cabinet of Ministers has approved legislative policy ‘Safeguarding Humanitarian Assistance.’ It aims to enhance the transparency, accountability, and efficiency of humanitarian assistance in our State,” the South West government announced.

The move comes amid growing concerns about aid mismanagement and the challenges of delivering assistance in regions affected by conflict and insecurity.
