Somaliland President Abdirahman Mohamed Abdullahi “Irro” has appointed Ahmed Abdirahman Sheikh Bashir as the Special Envoy tasked with facilitating dialogue with the Federal Government of Somalia. This appointment, announced on Wednesday, signals a potential resumption of talks aimed at improving relations between Somaliland and Somalia.
In a statement released by the presidency, Bashir’s role was outlined as pivotal to fostering discussions that could enhance mutual understanding and relations. “The Special Envoy will focus on facilitating discussions with the objective of improving relations and understanding,” the statement read.
The move is seen as a positive step toward reigniting negotiations between Somaliland, a self-declared independent state, and Somalia, which maintains that Somaliland is an integral part of its territory. Previous attempts at dialogue have been hampered by disagreements on key issues, including Somaliland’s quest for international recognition and matters related to governance, resource sharing, and security coordination.
The talks between Somaliland and Somalia have a complex history. Somaliland declared independence from Somalia in 1991 following the collapse of the Somali central government. Despite enjoying relative stability and having its own functioning institutions, Somaliland remains unrecognized internationally.
Dialogue between the two entities has been sporadic, often mediated by international and regional actors. The last major round of talks occurred in Djibouti in 2020, facilitated by Ethiopian Prime Minister Abiy Ahmed and Djiboutian President Ismaïl Omar Guelleh. While some progress was made, including agreements on technical cooperation, the talks eventually stalled due to political disputes and mutual mistrust.
The appointment of Bashir comes amid shifting political dynamics in the Horn of Africa. Somalia, under President Hassan Sheikh Mohamud, has prioritized fostering regional stability and addressing internal challenges, including countering Al-Shabaab. Somaliland, under President Irro, appears to be signaling its openness to finding common ground while advancing its case for self-determination.
This development also aligns with broader regional efforts to promote dialogue and peaceful resolution of disputes, especially in light of Somalia’s recent entry into the United Nations Security Council as a non-permanent member for the 2025–2026 term. Political analysts view this development as a sign of commitment from Somaliland to engage constructively with Somalia amid broader efforts to stabilize the Horn of Africa region.
