Somali opposition unveils proposal for nationwide direct elections based on 4.5 power-Sharing formula

Somalia’s opposition groups have unveiled a new electoral proposal aimed at introducing nationwide direct elections while retaining the country’s traditional 4.5 clan-based power-sharing framework.

The proposal outlines the establishment of independent electoral commissions at both federal and state levels to oversee the electoral process. It also calls for a nationwide biometric voter registration system designed to prevent duplicate registrations and strengthen the credibility of elections.

Under the proposed model, parliamentary seats would be organized through constituency-based electoral units known as SEEJO (Seat Constituencies), with eligible voters and candidates linked to their respective clan-based constituencies.

The framework envisions voter registration taking place simultaneously across the country, followed by a one-day nationwide election. Candidates would be granted the right to appoint polling and counting agents, monitor all stages of voting and vote counting, file complaints, and receive official results from polling stations.

The proposal further grants the Supreme Court exclusive jurisdiction over election-related disputes, requiring complaints to be submitted within 48 hours of official results being announced.

Opposition leaders say the model is intended to balance direct public participation with Somalia’s existing political realities, while promoting transparency, accountability, and broader electoral inclusion. The proposal is expected to form part of ongoing discussions over Somalia’s future electoral framework amid continuing debates between the government and opposition groups.
