Kenya Opens Doors to EAC Member States, But Bars Somalia Despite Regional Membership.

Kenya has officially granted visa-free entry to citizens of all East African Community (EAC) partner states—Burundi, the Democratic Republic of Congo (DRC), Rwanda, South Sudan, Tanzania, and Uganda—for visits of up to 180 days, in a move aimed at enhancing regional integration and easing movement across borders.

However, Somalia, which officially joined the EAC in March 2024 and shares strong cultural, trade, and historical ties with Kenya, has been excluded from this visa-free arrangement, alongside Libya. Kenyan authorities have cited security concerns as the primary reason for Somalia’s exclusion.

The move aligns with President William Ruto’s broader policy of promoting pan-African unity, open skies, and intra-African trade. Kenya also scrapped visa requirements for all African countries—with the same two exceptions: Somalia and Libya.

“We want to remove barriers that make it hard for Africans to move freely. But we also have to remain vigilant and ensure our security,” a senior immigration official told the press.

Despite Somalia’s formal membership in the EAC, travelers from Somalia remain subject to Electronic Travel Authorization (ETA) procedures, including background screening, form submissions, and payment of entry fees.

The exclusion has stirred debate among policy analysts and Somali-Kenyan communities, with many questioning the logic of blocking an EAC member state while preaching regional unity.

Somalia’s government has not officially responded, but officials have previously protested being singled out in similar arrangements, especially given Somalia’s significant contributions to trade, labor, and commerce across Kenya’s northeastern and urban regions.

Analysts say the exclusion could strain diplomatic relations, especially at a time when Somalia is seeking deeper regional ties and security cooperation following its integration into the EAC bloc.

Kenya’s visa reforms are part of a broader digital transformation in immigration, including the implementation of instant ETA approvals and a new passenger information system designed to bolster security screening at border points.
