In a recent session, members of Somalia’s bicameral parliament approved the federal government’s 2025 budget, which amounts to $1,342,476,311. The budget’s theme, “Reliance on Our Revenue Power,” highlights a commitment to national financial independence. According to the newly passed budget, 35% of the funds will be directed towards health, security, education, and defense. This decision reflects Somalia’s priorities in enhancing public services and national security amidst economic reforms.
Parliamentary discussions preceding the budget’s approval were extensive, with several members advocating for a salary increase for government troops. However, this proposal was opposed by the Ministry of Finance, citing challenges in maintaining even current salaries for some military personnel. Instead, the ministry increased funding for the police force and the National Intelligence and Security Agency (NISA) while reducing the budget for the Somali National Army (SNA) by $7 million. The budget for the Correctional Services remains unchanged for 2025.
Health, Education, Security, and Defense.
According to the allocation breakdown, health, education, security, and defense services will collectively receive 35% of the budget, marking an overall increase for most of these sectors. However, the defense budget was slightly reduced.
The Defense Ministry’s budget for 2025 stands at $171,002,350, down from $178,142,410 in 2024, showing a difference of $7,140,060. This reduced allocation will be distributed as follows:
Internal Security
The budget for internal security has increased, with $84,329,615 allocated for 2025, up from $77,483,925 in 2024. This increase will support the following:
Health and Education
Health and education, two essential sectors, received notable budget allocations for 2025. The Ministry of Health’s allocation is set at $91,614,620, while $110,417,499 is allocated for education and higher learning.
The Ministry said the approved budget underscores the Somali government’s ongoing efforts to prioritize essential public services, enhance security, and invest in sectors that directly impact the well-being of the Somali people.
