Ethiopian Delegation Visits Somalia for Talks on Ankara Declaration Implementation.

A high-level Ethiopian delegation, led by State Minister for Foreign Affairs Mesganu Arga and Defense Minister Aisha Mohammed Mussa, has arrived in Somalia’s capital, Mogadishu, for discussions on implementing the Ankara Declaration.

The visit comes amid growing uncertainty over the role of Ethiopian troops in the newly established African Union Support and Stabilisation Mission in Somalia (AUSSOM), which replaces the African Union Transition Mission in Somalia (ATMIS). Diplomatic sources indicate that these talks are critical for clarifying Ethiopia’s position and participation in the mission.

The Ankara Declaration, brokered by Turkish President Recep Tayyip Erdoğan in December 2024, marked a significant thaw in relations between Somalia and Ethiopia. The declaration set the framework for enhanced bilateral cooperation in security, border management, and mutual respect for sovereignty.

The delegation’s visit is expected to address Ethiopia’s role in AUSSOM, particularly following recent debates within the Somali government about troop-contributing countries. Sources suggest that Somalia may grant approval for Ethiopian forces to participate in AUSSOM as part of efforts to stabilize the region and counter Al-Shabaab.

Ethiopian troops have been a significant presence in Somalia under the AMISOM and ATMIS frameworks. However, their participation in the new AUSSOM mission has faced scrutiny due to past allegations of overreach and sovereignty violations.

Ethiopia maintains that its presence in Somalia is vital for regional stability and counter-terrorism efforts, particularly in addressing threats posed by Al-Shabaab. Defense Minister Aisha Mohammed Mussa is expected to highlight Ethiopia’s readiness to work within AUSSOM’s mandate and contribute to Somalia’s security priorities.
