Somalia’s Ministry of Foreign Affairs and International Cooperation has rejected Israel’s reported accreditation of an ambassador in Hargeisa and the laying of a foundation stone for a proposed embassy on Somali territory.
In a statement issued on Tuesday, the ministry described the actions as a “violation of Somalia’s sovereignty, territorial integrity and national unity, saying they had been undertaken without the consent of the Federal Government” .
The ministry declared the measures null and void, arguing that Hargeisa and the Somaliland region remain an integral part of the Federal Republic of Somalia.
It said the establishment of diplomatic relations and permanent diplomatic missions requires the consent of the sovereign state, as provided for under the Vienna Convention on Diplomatic Relations.
The statement further said the latest measures followed Israel’s recognition of Somaliland in December 2025, which Somalia says was rejected by the African Union, IGAD, the Arab League and the Organisation of Islamic Cooperation.
Somalia also warned that actions it considers to encourage territorial fragmentation could heighten tensions in the Red Sea and Gulf of Aden region.
The Federal Government called on Israel to reverse the measures and urged other states and international organisations not to engage in ways that could confer legitimacy on them.
The ministry said Somalia reserves the right to pursue diplomatic, political and legal measures under international law to defend its sovereignty and territorial integrity.
