Somalia’s Auditor General, Ahmed Isse Guutaale, has held talks with Mogadishu Port officials and representatives of Albayrak-Somalia to review audit recommendations, revenue-sharing arrangements and compliance with government financial management regulations.
The meeting brought together senior port officials, including the customs manager, the deputy director general of Mogadishu Port and representatives of Mogadishu Alport Corporation, which operates the port in partnership with the Somali government.
Discussions focused on the “implementation of previous audit recommendations, compliance with the revenue-sharing agreement between the Federal Government of Somalia and Albayrak-Somalia, and plans to modernise port warehousing facilities and customs services”
The participants also reviewed compliance with Cabinet decisions and government directives on public revenue management, particularly Prime Ministerial Decrees No. 138/2023 and No. 163/2024.
A key issue was the collection, management and deposit of government revenue into the Treasury Single Account (TSA). The Auditor General’s office emphasised compliance with regulations prohibiting the deposit or retention of public revenue in bank accounts outside the TSA.
Guutaale stressed the importance of implementing audit recommendations, honouring contractual obligations and complying with applicable laws and government regulations.
He said these measures were “essential to strengthening transparency and accountability while safeguarding public revenue and state assets” .
The meeting forms part of the statutory mandate of Somalia’s Supreme Audit Institution to follow up on audit findings, monitor the management of public resources and strengthen institutional accountability.
Improved revenue management and modernised port services are among the priorities discussed as Somalia seeks to protect public finances and strengthen the economic contribution of one of its principal commercial gateways.
