The Office of the Auditor General of the Federal Republic of Somalia and the Turkish Court of Accounts have signed a wide-ranging cooperation agreement aimed at enhancing Somalia’s capacity for independent public auditing and financial oversight.
The memorandum of understanding (MoU), signed in Ankara, outlines areas of collaboration between the two countries’ top audit institutions. The agreement was formalized during a high-level ceremony attended by Somalia’s Auditor General, Advocate Ahmed Gutaale, and his Turkish counterpart, Metin Yener.
According to the Somali Auditor General’s Office, the agreement focuses on technical cooperation in public finance management, performance auditing, legal compliance reviews, and the adoption of modern IT-based audit tools.
Key areas covered in the agreement include:
Exchange of expertise in audit methodologies, procedures, and curriculum development related to public sector financial governance.
Joint training opportunities, including support for Somali professionals pursuing Master’s and PhD studies in fields such as law, financial crimes, economics, statistics, and IT.
Collaboration on investigative audits and data analysis tools to improve transparency and accountability in public spending.
Experience-sharing in performance audits, budget tracking, and the monitoring of audit recommendation implementation.
The agreement also encourages institutional cooperation to enhance the independence and effectiveness of Somalia’s national audit office.
“This agreement marks a milestone in our reform journey,” said Auditor General Ahmed Gutaale. “It reflects Somalia’s commitment to building a transparent and accountable public financial system, with the support of international partners like Turkey.”
Officials say the deal will help Somalia align with global standards for public financial oversight, particularly as the country continues its efforts toward debt relief, institutional reform, and rebuilding public trust in government institutions.
The cooperation comes at a time when Somalia is undertaking sweeping reforms in public sector governance, and is seeking to strengthen its institutions through strategic international partnerships.
