One will draft the shared manifesto; the other will prepare a coalition agreement covering governance structures and leadership arrangements. The ODM and United Democratic Alliance (UDA, the core of Kenya Kwanza) executive directors will serve as ex-officio members of the respective teams.Ruto framed the move as the evolution of an existing working partnership into a formal electoral vehicle. \u201cThis formalises the political partnership we have built and gives it a clear mandate: To consolidate the progress we have made, carry the reforms underway to completion and present a common programme to the people of Kenya for the next phase of our national transformation,\u201d he posted on X.<\/p>\n<p>The retreat, which he co-presided over with ODM party leader Oburu Oginga, drew 312 members of parliament, 48 senators, 24 governors and 24 deputy governors.ODM leader Oburu Oginga rejected claims that the arrangement would diminish his party.<\/p>\n<p>\u201cODM is not a weak party. We came to this coalition not because we are unable to field a presidential candidate,\u201d he said, adding that the party joined the government to channel political change through the ballot rather than street protests. He insisted the manifesto must incorporate policies from both sides and that a separate team would handle power-sharing details. \u201cFor those who thought that ODM was going to be swallowed, I tell them, ODM is not going to be swallowed.\u201d<\/p>\n<p>The partnership traces its origins to a political understanding between Ruto and the late former prime minister Raila Odinga, ODM\u2019s long-time leader, which brought previously rival forces into government cooperation. That arrangement has underpinned the current broad-based administration.
