Somalia’s Federal Parliament Passes Crucial Higher Education Legislation

The Somali House of the People has today approved the National Higher Education Bill, with leaders calling it a significant step forward in the country’s educational reform.

The 35th session of the fifth sitting of Parliament, chaired by First Deputy Speaker Saadia Yaasiin Haji Samatar and supported by Second Deputy Speaker Cabdullaahi Cumar Abshirow, was convened specifically to address the third reading and final voting on the bill.

The proposed legislation was presented by the Ministry of Education, Culture, and Higher Education of the Federal Government of Somalia, aiming to improve the country’s higher education framework.

Following the reading, members of Parliament casted their votes, with 140 members voting in favor, one opposing, and no abstentions.

MP Nadra Salah Abdi, chair of the Social Services Development Committee, thanked Parliament members for their support. She highlighted the committee’s effort to consult relevant sectors and incorporate the feedback and recommendations shared during the bill’s second reading.

Furthermore, Somalia’s Minister of Education, Farah Sheikh Abdulkadir accompanied by State Minister Marwo Nuura Mustaf Mutar expressed gratitude for Parliament’s endorsement, emphasizing the bill’s importance to Somalia’s higher education sector.

The journey of the Higher Education Bill saw various stages and intense discussions before this final approval as leaders term it a key legislative milestone in the nation’s commitment to education reform.
